Why Floyd Mayweather can never be the best boxer

Floyd waits to box people like Manny Pacquiao when they are at their weakest and well past their prime, this is good for business but bad for legacy. Manny Pacquiao was not only not at his best losing 2 out of his last 5 fights before boxing Mayweather, but he was also carrying an injury. Floyd was fully aware of this, he also had many oppurtunies to box him in his prime but didn't make it happen until he had the advantage. This is why he should never be considered the best boxer.

Its one thing making a boxer weak when you box them, but starting the bout when they are weak is not what you would expect from someone who is considered the best and especially when Manny Pacquiao was one of a handful of boxers that Floyd faced that were actually considered top level boxers. He is known for picking his opponents, which only supports this statement.
